City of Toronto Parks: The General Rule

For personal use in City of Toronto parks, no permit is required for groups under a defined threshold, and an elopement ceremony with a couple, officiant, two witnesses, and a photographer falls comfortably under that threshold. High Park, Trinity Bellwoods, Humber Bay, and the majority of the city’s green spaces are accessible for elopement photography and personal ceremonies without advance permits for small groups.

The distinction that matters is between personal use and commercial photography. If you are a photographer shooting for a client, that is commercial use, and most city parks require a filming and photography permit for commercial work. Many Toronto photographers who specialise in elopements already hold annual permits for the parks they use regularly. The Distillery District

The Distillery District is privately operated by Cityscape Holdings and has its own photography permit process separate from the City of Toronto. The permit process is not onerous but has a lead time. Applications should be submitted at least two weeks before the session date. There is an associated fee, and the permit covers outdoor photography only. Interior spaces within the galleries and restaurants each have their own booking policies handled separately. For an outdoor elopement session in the cobblestone lanes, the standard outdoor permit is sufficient.

Ontario Marriage Requirements
